About EFCF
The Community Foundation’s mission is to enhance the quality of rural life in the greater Elfin Forest community.
The Elfin Forest Community Foundation is a public foundation and a California Corporation established under Section 501(c)(3) of the Internal Revenue Code. Established as an autonomous and independent entity, the Foundation is governed by our Board of Directors which are elected residents from within the community.

Why We're Here
Before 1995, for decades, there was a large trash dump in the city of San Marcos, which was located adjacent to the west end of Elfin Forst.
In the 1990s, it was closed primarily because of the concerns raised by Elfin Forest residents.
This was cause for great celebration in our community!
After the trash dump was closed, the Town Council entered discussions with the City about what to do with the accrued “tipping fees” collected by the City of San Marcos to ameliorate the impact on our community! At the time of the dump’s closure, there were $340,087 in collected fees in the City’s coffers.
Eventually, the City agreed to give these monies to the Elfin Forest/Harmony Grove Town Council if they created a separate non-profit that would disburse the net income which accumulates from this original principal. Therefore, the Community Foundation was formed, and our purpose is:
“To provide financial and other assistance to programs that benefit the community of Elfin Forest and its residents. Such programs shall, but not be limited to the following: Community benefit projects, scenic enhancement projects, community recreation projects, public safety projects, local nature preservation and restoration projects, public education programs, and other programs that generally benefit the Elfin Forest community.”
The Community Foundation has funded many beautiful projects over the past 28+ years.
